The Green Party of the United States (GPUS) will be holding its 2008 Presidential Nominating Convention in Chicago from July 10-14, 2008. The Green Party of Virginia (GPVA) is the institution recognized by the GPUS as representative of the State of Virginia, and has been allotted 8 delegates as of this writing, the priviledge of whom will be to cast votes for a presidential nominee at this convention. The GPUS has allowed the GPVA the right to select these delegates, and the votes they cast, according to the GPVA's own rules. To that end, at its February 2nd General Meeting, the GPVA recognized a Delegation Selection Body (DSB) comprised of its elected GPUS representatives and alternates, and approved a timetable and selection plan necessary to ensure that a delegation for the convention is assembled. The GPVA and DSB now call on all GPVA members to volunteer for this honor. A Delegate is a GPVA member who has volunteered to cast one or more votes for pre-selected candidates at the convention in question, has been approved by the GPVA Delegation Selection Body to do so, has agreed to be present at said convention in order to cast these votes, has sworn to cast his or her votes according to their assigned candidates, and states for the record that he or she will not work in active opposition to the presidential slate nominated at the Presidential Nominating Convention. An Alternate is a GPVA member who fulfills all the requirements to be a delegate, and who will act in place of a delegate in the case when a delegate cannot fulfill his or her duties personally. In that case, only those actions shall be performed which the replaced delegate was obligated to do. Members requesting selection as Delegates or Alternates shall, no later than 11:59pm April 5th, 2008, submit to the GPVA Delegation Selection body their name, date of birth, residential address, phone and fax number (if any), email address (if any), and shall also submit in writing their agreement to abide by the rules specified in the above definition of a delegate, and any rules required of Delegates by the national party. The DSB shall collect the names of all GPVA members who have submitted complete and eligible requests to be Delegates and the information required above. If, on April 6th, 2008, there are more potential Delegates than the national party allows, the Delegate pool shall be diminished via application of a Single-Tranferable-Vote (STV) system to a paper balloting process, to be held at the May 2008 GPVA business meeting in Fredericksburg. The STV system used shall be one outlined at http://en.wikipedia.org/wiki/Single_transferable_vote using the Droop quota. Participation in said balloting process, notification of its existence, and clear details of the STV system by which the ballots will be tallied, is hereby considered to have been made available to all members of the GPVA. Those persons not selected as Delegates may serve as Alternates. NOTE: The GPVA cannot cover travel, lodging, meals, or other expenses, so Delegates and Alternates are required to support their own attendance at this event. The DSB is hoping to recover registration fees from the GPVA, but this is not guaranteed.
